This is a full-time position and receives all benefits afforded to regular employees.

 

Summary: The purpose of this classification is to manage operations and activities of the Planning Division, to include overseeing the review of zoning and ordinance modification requests, site plans and land development applications for compliance with county codes and ordinances.

Essential Job Functions: Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; coordinates and provides technical training for staff. Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex/problem situations, and provides technical expertise. Interprets and applies applicable state, county, and local codes, ordinances, regulations, standards, specifications, policies and procedures pertaining to planning,

zoning, land development, and land use; initiates any actions necessary to correct deviations or violations.

Serves as chief staff liaison with Planning Commissions and other official boards and committees addressing

planning issues. Provides technical and professional planning advice to County Commission, boards and committees and County staff on issues related to planning and development. Oversees the development of the County’s Comprehensive Plan, land development regulations (including zoning and subdivision ordinances), and other aspects of the development management system. Assists with the development and update of the County’s

Capital Improvement Plan. Assists elected and appointed officials, members of the business community and residents of the County in obtaining technical information relative to issues before the County. Prepares annual operating budget and capital requests for assigned division; prepares five‐year plan for capital outlay; prepares and submits budgets for grants associated with assigned division. Coordinates technical and professional accuracy to ensure appropriate procedures are followed in the conduct of professional studies and the production of professional

and technical reports. Provides information and technical assistance to citizens, property owners, land developers, contractors, architects, staff members, or other individuals/agencies regarding planning/zoning issues, codes/ordinances, building permits, plan reviews, procedures, forms, or other issues; responds to routine questions or complaints; researches problems and initiates problem resolution; meets with customers as requested.

Determines whether proposed development complies with planning, zoning, and land use guidelines; recommends

approval or denial of plans or permits. Prepares and distributes correspondence pertaining to reviews; distributes plans for review as appropriate; directs staff development review meetings to discuss plan reviews; prepares staff reports with recommendations for presentation to boards/commissions. Presents agenda items with staff reports to Planning Commissions, Board of Commissioners, and Board of Appeals. Represents the department in court as needed.

Minimum Education, Training and Experience: Bachelor’s degree in Planning, Public Administration or related field with Master’s level course work in the field; Master’s degree is strongly preferred.

Six (6) years previous experience in local government planning, zoning, site plan review, project management, budget administration, and management/supervision.

Required Certificates/Licenses: Valid Driver’s License. AICP Certification is preferred.
