Our Development Services department seeks an Assistant Director to provide leadership, to direct, manage and oversee the Planning division and in the absence of the Director, supervise and monitor the day-to-day functions of the Development Services department. This department includes Administration, Planning, Economic Development, Building, and Transportation /Engineering divisions. The Development Services Department is comprised of 37 full and part-time employees and is involved in every facet of development within Orland Park.

The Assistant Director is a highly responsible administrative/management position involving technical work in planning and directing all operations of the development review process, long-range planning, economic development, zoning, historic preservation, project design and grant administration of the department.  Under administrative direction, work performed is of considerable difficulty and is reviewed as to progress and conformance to established standards.

Plans, directs and coordinates the activities of the planning division in the operation of the related functions in connection therewith; outlines departmental goals, aims and objectives and sets standards, rules and regulations for the various programs of the Development Services Department. Makes recommendations to the Development Services Director concerning the employment of staff, disciplinary action, and promotional increases; prepares the division budget and assumes responsibility for controlling expenditures, with the assistance from other department staff.

Initiates and carries out complex comprehensive planning studies related to economic development, transportation, historical preservation, land use, and environmental issues; performs research, collects and analyzes data, utilizing forecasting techniques when necessary; provides technical and professional recommendations in solving present and future development problems; answers inquiries related to land development and other special planning functions.

Makes verbal and graphic presentations to the Village Board, Committees, Plan Commission, and Advisory Board; serves in advisory role to parking and traffic; assists with federal, state, and local programs; reviews plans and reports of others; attends staff and committee meetings; attends seminars, workshops, and conferences, in order to maintain professional skills.

Our ideal candidate is a current leader in the planning/development field and a confident, proactive and collaborative professional. This leader will have at least 8 years of progressively responsible related experience and 5-10 years in a management or supervisory capacity.  Must have strong interpersonal, oral and written communication, and organizational skills.  A positive team oriented attitude is required. Demonstrated leadership and commitment to high performance organizations (HPO) is required.

Completion of a Master’s Degree in Planning/Development or related field is required. Thorough knowledge of the principles and practices of community development, architecture, planning, economic development, development finance and related operations is also required.
