Direct the work of the Planning team, Economic Development team and Building Permits/Inspection team as it relates to new development projects, recruitment of new businesses, evaluation of existing codes and ordinances, implementation of long-range planning initiatives and communication with the development community. NECESSARY KNOWLEDGE, SKILLS AND ABILITIES: • Knowledge of principles and practices of:  Urban planning techniques.  Surveying (subdivision of land, plat preparation, legal requirements, etc.)  Civil Engineering (layout and design of water, sanitary sewer systems, storm drainage and geometric street design).  Landscape design (general identification of plant categories and related terminology).  Site development (analysis and review of dimensional control plans and topographic analysis and grading).  Architecture (related terminology).  Economic Development  Real estate and site development  Municipal government functions and inter-governmental relations  Supervision of employees and effective people management techniques. • Knowledge of building codes and ordinances. • Knowledge of local, state and federal regulations pertaining to the development of land. • Common business, governmental, and real estate terminology and practices, as well as current innovations in economic development and business activities. • Pertinent federal, state, and local laws, codes and regulations relating to community development in general. • Ability to read, interpret and administer the City's Zoning Ordinances, Comprehensive Plan and Subdivision/Development Ordinance. • Ability to establish effective working relationships with other staff members, the City Council and the public. • Ability to communicate technical ideas to citizens, employees, developers, contractors, and City Council in written and oral form. • Skill in incorporating City Council initiatives into the department work plan. • Skill in use of personal computers. • Intermediate to advanced knowledge of computer equipment including word processing, database, GIS and spreadsheet applications. EDUCATION AND EXPERIENCE: Required qualifications include: • Minimum of five years’ experience in City Planning, Public Administration, Economic Development or a related field. • Bachelor’s degree in City Planning, Public Administration, Economic Development or a related field from an accredited school or university. • Master’s degree in Planning, Public Administration or a related field is a plus. Preferred qualifications include: • Seven to ten years’ experience in planning, public administration, economic development, public affairs and/or business development or related area. • Employee supervision experience. • Accreditation by the American Institute of Certified Planners (AICP) or International Economic Development Council (CEcD) preferred. CERTIFICATES AND LICENSES REQUIRED: • American Institute of Certified Planners (AICP) or Certified Economic Developer (CEcD) preferred. • Must have a valid Texas Drivers’ License with good driving record.
