Under general direction of the City Manager, while also working closely with the Nacogdoches Economic Development Corporation Board of Directors, designs, implements, directs, and manages operations of Economic Development including developing and implementing effective economic development programs and activities to attract new businesses and retain and expand existing businesses.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Manages the day-to-day business affairs of the Corporation, hires and manages a professional staff as authorized by an approved annual budget and implements the policies and direction provided by the City Manager and the Board of Directors.
Establishes and maintains working relationships with economic development allies. Provide agency oversight to coordinate activities with other City departments and outside agencies.
Develops a proposed annual budget to implement an effective economic development program.
Develops and implements programs to attract new businesses and retain existing business.
Works with external organizations to develop and implement programs to grow new companies and to further workforce development and retention.
Assists new and existing business with guidance through the development process including financing advice regarding federal, state, and local grant and assistance programs.
Develops and implements programs to attract investment and create and retain quality jobs with a focus on increasing the per capita income in the Nacogdoches area.
Manages the preparation of financial, prospect, program and project reports.
Monitors and manages the financial resources and approves payment of invoices. Manages the orderly record keeping of books, records and reports of the corporation.
Works with the City and County (and other taxing entities) to develop economic development incentive programs and strategies.
Makes presentations to market Nacogdoches and Nacogdoches County to target audiences.
Coordinates short- and long-range planning goals for economic development programs and the exchange of information related to economic development with the City, County, Allies, Partners, Governmental Agencies, and groups specifically concerned with economic development, commercial property management firms, and the Realtor community.
Performs routine statistical or frequency analysis.
Visits out-of-town business prospects, and promotes relocation and expansion opportunities as appropriate.
Prepares various narrative reports for and presents data to the Board of Directors; includes development of the Economic Development Corporation annual budget. Maintains confidentiality, exercises discretion, and prepares for appropriate and timely responses to economic development inquires.
Participates in local community groups and makes presentations on ED activity as appropriate. Develops and maintains positive working relationships with vendors, customers, other agencies and EDC staff.
Utilize current technology to include websites, blogs and social media to enhance the image communications efforts and overall effectiveness of the Corporation and its efforts.
Attends and represents the Nacogdoches EDC at certain events, functions, meetings and conferences. Attends City and County events on evenings and weekends. Travels to attend meetings, conferences and training. May be required to work extended hours, evenings and weekends.
Remains open and responsive to consistent coaching, takes an active role in performance planning and goal setting.
Acts as a role model at all times, adheres to high ethical standards.
Takes responsibility and initiative to develop core skills and competencies by being involved in every facet of personal development.
Remains flexible in an environment by championing and embracing change.
All other duties as assigned.
Directly supervises employees in the Economic Development Department.
Managerial and professional economic development principles, practices and procedures; pertinent federal, state and local laws, codes and regulations relating to general governmental management and economic development; standard management policies and procedures; computers and related equipment, hardware and software applicable to area of assignment.
Develop and manage data systems; work extended hours; multi-task, organize and prioritize a changing work schedule to meet needs of department; follow oral and written instructions; effectively communicate both orally and in written form; speak clearly and distinctly; obtain sufficient and essential information; attend seminars, meetings, etc. locally or out of town; operate modern office equipment; exercise a high degree of creativity, independent judgment, and discretion; appropriate handling, preparing, editing, and developing responses to politically sensitive or confidential correspondence and information; attention to detail and avoid mistakes; complete assignments with limited direction and supervision; exhibit sound, accurate judgment and explain reasoning for decisions; include appropriate people in decision making process.
EDUCATION and/or EXPERIENCE:
Bachelors Degree in Business Administration, Public Administration, Urban Planning, Economics, Marketing, Finance or related field and a preferred minimum ten (10) years progressively responsible experience in economic development; OR an equivalent combination of education and/or experience. Graduate of the Economic Development Institute preferred, but not required. Preference given to individuals possessing a certification as a Certified Economic Developer.
REQUIRED LICENSES OR CERTIFICATIONS:
Must possess a valid driver license.
